DESCRIPTION:Thursday\, September 6\, 2018: Deny Special Use Permit/Zoning Variance for ACP in Augusta County. 1:30 pm\, Augusta County Government Center\, 18 Government Center Lane\, Verona\, VA 24482.  Turn out to make your voice heard! \nDominion has once again decided it wants to play by its own rules instead of those put in place by the citizens of Augusta County. On Thursday\, Sept. 6 at 1:30 p.m.\, the Augusta County Board of Zoning Appeals will hear another Special Use Permit request by Dominion and the Atlantic Coast Pipeline to put a pipe yard in an inappropriate place in our county. The meeting is at the Augusta County Government Center in Verona. \nYes\, that’s right – huge gravel parking lots\, 40-ft. light poles\, 250 workers’ vehicles and busloads of workers coming and going every day\, heavy equipment\, portable toilets\, piles and piles of pipe and other materials\, fuel storage\, noise\, industrial activities such as pipe fabrication\, single\, double\, and triple-wide trailers\, and 26 van trailers and large metal boxes for storage! All in the most rural part of western Augusta County –a place right now that hosts a cornfield. \n“Where is it this time?” you ask. Just off Rt. 250 in West Augusta at 717 West Augusta Road. And\, in addition to the 55-acre contractor yard with its three construction entrances\, this time Dominion also wants food trucks\, presumably for its hundreds of workers.  \nWe could go on about the traffic issues and illogical traffic counts associated with this proposal\, about the more than 150 students who will mix with that heavy construction traffic twice a day\, and about water issues and erosion and sediment control problems. If you are also worried about this\, we are asking that you do one or both of the following: \nMark your calendars and plan to attend the BZA hearing on Thursday\, Sept. 6 at 1:30 p.m. at the Augusta County Government Center in Verona. Plan to speak for 3 minutes or come to hear and support those who will be speaking and asking the BZA members to do the right thing and stand up for the county’s citizens and rules. \nTake a few minutes in the next few days to review the application in order to understand the magnitude of Dominion’s proposal and send an email message to BZA members through county staff John Wilkinson (jwilkinson@co.augusta.va.us) and Sandy Bunch (sbunch@co.augusta.va.us). You might thank them for having supported the community earlier this year and ask them to again listen to the people of the county. \nRemember that there is no harm in sending an email AND attending the meeting. Other Business Future Meetings (September 20 and December 13)\nIX. Public Forum\nADJOURN\n\nA summary of the more than 13\,000 comments filed with the Virginia Department of Environmental Quality on the adequacy of the U.S. Army Corps of Engineers’ Nationwide Permit 12 for the ACP supposedly is being prepared by DEQ for the SWCB’s review and supposedly is to be made available to the public. At this writing\, the summary is not yet available\, although Wild Virginia and Dominion Pipeline Monitoring Coalition posted a summary on August 15\, 2018.  DPMA and Wild Virginia also posted the full set of comments on July 20\, 2018\, and the full set is finally available on the DEQ Web page. It is also not known what action\, if any\, will be taken by the SWCB in response to the comments that were submitted.

DESCRIPTION:People’s Caravan For Clean Air and Water’s NO MVP NO ACP Rally \nAt this event\, we want to send a message to Governor Northam\, DEQ\, and the SWCB to stop construction and do a stream by stream analysis. Northam needs to call for the SWCB to pull the permits and direct DEQ to stop work now! At their next meeting\, SWCB needs to pull the permits. \nWe want to tell Northam to reappoint Roberta Kellam to the State Water Control Board. \nWe want to highlight what the pipelines mean to the people of Union Hill who are facing the building of a compressor station 70 feet from their homes. The compressor station has a kill zone which Dominion cannot even define. We want to highlight the danger to the drinking of water of over 400\,000 people. \nWe want the need for the Southside Connector Project in Norfolk and Chesapeake\, to be reexamined. With gas demand being flat\, is it worth constructing this 24 inch\, fracked gas\, expansion pipeline through neighborhoods and within the potential incineration zones of several schools? This is unacceptable\, our children should be safe in their classrooms and families should be safe in their homes. \nWe have to continue to shine the light on how bad the Moutain Valley Pipeline and Atlantic Coast Pipelines for the environment\, for peoples\, health. \nAt the same time\, we also want to tell the world that we want Renewable Energy. \nWe’re doing this on a weekend hoping lots of people will STAND UP FIGHT BACK. Without the compressor station\, the ACP\, a robbery of and threat to all Virginians\, cannot be built. \nThis compressor station\, a giant one\, even by industry standards would bring loud constant noise and release toxic poisons into Buckingham’s air and water. The health of children is particularly vulnerable to the methane\, formaldehyde\, arsenic\, benzene\, xylene and other compounds the compressor will regularly release. The compressor station would create a fire and explosion hazard completely beyond the capacity of distant volunteer firefighters. Learn how to challenge and comment on the draft air permit for the proposed Atlantic Coast Pipeline compressor station. \nACP & UNION HILL COMPRESSOR STATION: BAD DEAL – NOT DONE DEAL: It is still possible to stop the proposed 54\,000 + horse power ACP Compressor Station that would endanger and diminish the health and land values of all residents of Buckingham County and destroy the lives of the historic African American community of Union Hill. The permits for the pipeline and its compressor station are not complete and the project is currently being challenged in the courts. Dominion’s false claims of safety have begun. The next challenge is to deny the air permit for the compressor station. Without the compressor station\, the ACP\, a robbery of and threat to all Virginians\, cannot be built. \nTHE AIR WE BREATHE: This compressor station\, a giant one\, even by industry standards would bring loud constant noise and release toxic poisons into Buckingham’s air and water. The health of children is particularly vulnerable to the methane\, formaldehyde\, arsenic\, benzene\, xylene and other compounds the compressor will regularly release. Above and underground storage tanks create a fire and explosion hazard completely beyond the capacity of distant volunteer firefighters. The station has few staff on site and would be built on a former slave plantation atop the unmarked slave graves of Union Hill ancestors.  Please note that although the information provided by the Va Department of Environmental Quality puts this compressor station in the minor category\, that is a technical term based on the amount of pollutants it can emit. The environmental regulations do not protect our air water and health; they allow ACP to pollute up to very high levels that impact human and all life\, especially those most vulnerable\, the elderly and children. \nLIFT UP YOUR VOICE: The public comment period for the compressor station draft air permit is August 8\, 2018 until September 11\, 2018. Join neighbors who have researched the facts and bring yourself to the important work of protecting your water\, air\, health and right to own your own land. DESCRIPTION:Friends of Buckingham and the Allegheny-Blue Ridge Alliance are excited to announce the date of our first Buckingham Pipeline Compliance Surveillance Initiative (CSI) drone monitoring training on Saturday\, August 4\, from 10:00am – 2:00pm at Union Hill Baptist Church. \nThe purpose of this training is to introduce volunteers to the use of unmanned aerial vehicles (UAVs)\, or drones\, to monitor construction and preconstruction activities of the fracked gas pipelines that threaten our communities. \nTopics to be covered are as follows: \n\nWhy use drones?\nWhich drones can you use?\nFlying Safely: Do’s & Don’t’s\nFlying Legally: Rules of the air\nWhat and where to monitor?\nTaking useful photos and videos\nAdvanced mapping missions\nNetworking with your neighbors\n\nThe CSI will have two DJI Mavic Pro drones present for demonstration. If you own or have access to your own drone\, please bring it with you! \nThis training will include an indoor classroom-style presentation in the church Lounge followed by a flight and mapping-mission demonstration in the soccer field outside. Lunch will be provided\, so please let us know if you have any dietary restrictions. \nImportant: It is our hope with this program to create a network of citizen aerial monitors across our region who can respond to and document construction non-compliance and environmental degradation at the hands of ACP and MVP developers. This training is not an end-all-be-all for how to fly\, you’ll need to practice flying on your own to become proficient. If you cannot attend due to scheduling conflicts or distance\, don’t fret\, we plan on holding more of these trainings in the coming weeks and months in different communities along the proposed ACP route. DESCRIPTION:UPDATE:  According to the July 6\, 2018\, Staunton News Leader\, the July 10 hearing was postponed by the Board of Zoning Appeals to meet requirements as described in the Code of Virginia for the appropriate advertisement of such hearings. A new hearing date will be set. \nThe Augusta County Alliance is calling for the community’s help to keep Dominion honest as it continues pushing ahead on its plans for this destructive\, unsafe\, and unnecessary pipeline project. They need your attendance at the Staunton Board of Zoning Appeals meeting\, Tuesday\, July 10\, 2018\, 2 p.m. in the Staunton City Council Chambers (116 W Beverley St.\, Staunton\, VA\, 24401). \nApparently Dominion has been storing heavy construction equipment\, buses\, and supplies for pipeline construction on a lot owned by Staunton Tractor off Richmond Avenue. The city of Staunton informed Staunton Tractor that creating a “contractor’s equipment storage area” is not a permitted use at that site. In a notice of violation sent to Staunton Tractor\, the city’s Planning & Zoning Division noted: “As we understand it\, this equipment is not part of your inventory for sale and is not present for repair work to be done on it. This part of the property is being used essentially as a contractors’ establishment\, serving as an operation staging site for a contractor.” \nStaunton Tractor has appealed the notice of violation\, asserting that the land is grandfathered in for storage of equipment and that the equipment is being stored there so that it can be repaired and maintained. \nThe matter will be heard by the Staunton Board of Zoning Appeals on Tuesday\, July 10 at 2 p.m. in the Staunton City Council Chambers. This is a public hearing and your comments are important! (3/11/18) \nTrying to stop the ACP but don’t have a map? \nBen Cunningham of Friends of Nelson and the Pipeline Compliance Surveillance Initiative (CSI) is teaching folks how to use the CSI Online Mapping System from 10am to 4pm Friday the 29th\, with a group session at 2pm being broadcast for those who can’t make it. Stop by the Rockfish Lounge next to Trager Bros Coffee in the Rockfish Valley Community Center anytime Friday between 10 and 4 to learn your way around the proposed route of the Atlantic Coast Pipeline. \nWhether you are a trod-upon landowner\, a CSI volunteer stream monitor\, a fired-up pipeline fighter\, or a concerned citizen\, this day of training is for you! \nThis Online Mapping System Walkthrough is meant to help you and your network feel confident and competent when navigating the CSI’s high-tech geographic information system (GIS)\, which exists to empower every-day people to protect themselves with good intelligence. \nNo sign-up necessary! Just show up anytime between 10 and 4 with whatever questions you might have about the CSI program and Ben will do his best to answer them and show you the ropes of the Online Mapping System. All are welcome\, coffee and snacks provided! \nBut wait\, there’s more! \nA group walkthrough of the Online Mapping System will be broadcast on Facebook at 2pm for the benefit of all you good folks who can’t make it out in person on Friday. If you miss it live\, don’t fret\, its recorded for later viewing. During the Live broadcast Ben will run through what the CSI is and how the Online Mapping System can be used as a powerful tool as we fight to stop the Atlantic Coast Pipeline. Ben will discuss all the different layers of information provided on the GIS and how even you can make quality printable maps for use in the field or offline. She buys a rundown cottage with a gorgeous water view. She fixes it up and paints it pink. Then she discovers powerful politicians want to bulldoze her blue-collar neighborhood for the benefit of a multi-billion dollar corporation. With the help of a young lawyer named Scott Bullock\, Susette emerges as the reluctant leader of her neighbors in an epic battle that goes all the way to the U.S. Supreme Court\, inspires a nation\, and helps millions of Americans protect their homes. \nIn 2005\, the nation was shocked by the Supreme Court’s ruling in Kelo vs. New London. In the judgment\, the court said that a local government could forcibly seize people’s homes\, through eminent domain\, in order to transfer the property to a major corporation for development. The response was immediate. Across the country\, states passed legislation and amended constitutions to curtail the power of eminent domain.  In 2012\, the people of Virginia spoke out overwhelmingly when more than 2.6 million citizens (74.45% of votes cast) approved amending the state constitution to prohibit eminent domain from being invoked if the “primary use is for private gain\, private benefit\, private enterprise\, increasing jobs\, increasing tax revenue or economic development.” \nPlaintiff Susette Kelo’s fight has been dramatized in this new film\, Little Pink House\, starring the brilliant\, Oscar-nominated actress Catherine Keener as Kelo. \nThe film is being distributed in an unorthodox manner. Local people sign up to bring it to their town and\, if enough tickets are sold\, a screening proceeds at a selected local theater. Many of us have been fighting them for several years now\, and continue to do so. \nWe hope to use this event to help educate the public about the importance of fighting eminent domain abuse.
